Gay Rights Desk

There was just 'desk' before, where all the types of complaints were heard. It didn't have any gender label but, more often, men are the one sitting on it. Complaints were heard about these desks of the biases and incompetence of persons in-charge due to gender issues.

Then came "women's desk" to hear reports about violations against women, and then upgraded to "women and children's desk" to include children.

Now, the Mayor of Angeles City, Pampanga pushing the City Council to enact a measure to protect and promote the human rights of lesbian, gay, bisexual and transgender (LGBT) Angelenos.


He has directed the creation of a Gay Rights Desk as an adjunct of the Angeles City Multi-Sectoral Consultative Council (ACMCC) where LGBTs in Angeles can expect various types of services and projects for the promotion of their rights and welfare. The city who established the country’s first Women’s Desk in any Philippine local government, now a trailblazer in the implementation of the Gender and Development (GAD) program.

For all of these desk, the perpetrators are mostly men. This is because most of the reported abused where physical in nature. Physical abuse has proof right at the very moment it is committed.
