Legalize Prostitution In The Philippines According to United Nations

Report from United Nations said that in order to provide sex workers access to basic rights and control the spread of sexually transmitted diseases, the Philippines and other Asian countries should decriminalize sex-related jobs. [read more here]

Considering what the Reproductive Health Bill went through, i don't think this is going to happen.
